MINUTES OF 3RD CABINET MEETING FOR THE LIONISTIC YEAR 2008-09
 
The 3rd cabinet meeting of Lions Clubs International, District 322C-2 was held at S.C Memorial Hall, J.K. Pur, Rayagada on 7th Dec. 08 at 10:00 AM. The meeting was presided by Lion Jatindra Nayak, DG.
Invocation was read by Lion K. Trinath Rao, Peace prayer by Lion Sandhya Pradhani.

Lion A. K. Sharda, Chairman. Host committee welcomed the cabinet members attended the meeting. He expressed his thanks to the D.G for giving them opportunity to host the cabinet meeting.

Lion R. K. Mishra, cabinet Secretary informed the house regarding the grant of the leave of absence of the following members Lion Paramananda Mishra, Lion Sunil Gour, Lion (Dr.) Manoranjan Prusty, Lion J.M. Mishra , Lion Dilip Patodia , Lion B.B. Swain, Lion Panchadev Patra, Lion P. Dharma Rao, Lion Soumik Sahu, Lion Vipin Doshi, Lion G.P. Kandoi, Lion (Dr.) K.C. Sahu, Lion K. Viswanadhan, Lion M.S. Das, Lion P.K. Mahanty, Lion Subash Agarwal, Lion Ashok Jalan, Lion Sabitri Chaudhury, Lion Kamini Patnaik, Lion Anand Bangad, Lion S.S. Bhue , Lion P.K. Maheswari, Lion Satyajit Pati , Lion B.S. Pradhan, Lion R.K. Saw, Lion Sudha Khandelwal, Lion Gita Mahapatra, Lion R.S. Arora, Lion Bijay Das Mahapatra, Lion (Dr.) Suresh Sahu and the same were granted.

The minutes of the 2nd Cabinet meeting was read out by Lion R.K. Mishra, C.S. The Said minutes needs some amendments and made accordingly.

Lion Jatindra Nayak, DG heartily welcomed the members present in the meeting. He expressed his satisfaction for the performances and honored top 10 Clubs in the district. The Clubs are Lions Club of Bhubaneswar, Bhubaneswar Crown, Bhubaneswar Daffodil, Cuttack Velvet, Balasore Sand City, Balasore Umang, Jaleswar, Rayagada, Rourkela Vedvyas, & Kalunga. D.G. informed the house about 3 nos. of L.C.I.F. Project proposal submitted in the multiple which are provisionally under consideration. Multiple Council have advised D.G. to submit the proposal in all respect within 15 days.

He also informed the house, our website adjudged as one of the best in the multiple and expressed special thanks to Lion Basant Todi, Dy. Cabinet Secretary & Lion Hardeep Singh, Dist P.R.O.

D.G. brought to the knowledge of the Cabinet members about the extension of new clubs and enrollment of new members. He expressed his satisfaction about the performances and thanked to Lion A.K. Khandelwal, chairman extension and lion leaders. 13 nos. of new clubs have already been extended and 5 nos. of clubs are in the pipeline. All the clubs should have permanent projects which will help them in survival. He requested the members to take care of the clubs of their area.    

Lion Prabhat Palit, IPDG, congratulated DG Lion Jatindra Nayak for his marvelous start to achieve 100 clubs with 3000 members in our district. The District web site is very good. Last year women members’ growth in our district was more than 200. A cash award is expected from the International for the above cause which is to be deposited as FD in the District and the interest earned out of that is to be spent for women empowerment. For purchasing the machinery for Sight first project, a committee has been formed in the Multiple level, which will purchase the machineries cheaper than our purchasing price.

For Lions Bhawan the Utkalion Foundation Trust meeting will be held on 18th December 2008 for sanction of fund. 

Lion S. S. Patri, D.C. pointed out the mistakes in the accounts submitted by I.P.D.G, Lion Pravat Palit. I.P.D.G admitted the mistakes and informed the house to resubmit the audited A/c in the 4th Cabinet meeting with correction.

Lion (Dr.) Anjali Chhotray, VDG thanked the Lion Leaders for the achievements and requested to give more emphasis on service projects. She also requested the leaders to extend new clubs in the unrepresented areas with signature projects. She expressed hearty thank to Lion A. K. Sharda and Lions Club of Rayagada and J. K. Pur for nice arrangements and beautiful hospitality. 

For the outstanding work in this year Lion Jatindra Nayak, DG honoured the following Lions. Lion M. C. Goel, Executive Vice President (Works), M/s. J. K. Paper Mill and Lion Basant Kumar Todi with International President’s Certificate Appreciation Award, and with International President’s Pin he appreciated Lion J.K. Badu, Lion A.K. Khandelwal, Lion Kalpana Biswal, Lion Nabendu Pradhan, Lion Hardeep Singh, Lion Bijoy Kumar Todi, Lion (Dr) Anjali Chhotray, Lion A. K. Sharda, and Lion K. C. Sahu. DG also honored the Top 10 Clubs in the District.

Lion P.C. Nayak, R.C., Region-I informed the house about the Region, 3 clubs have already extended and membership growth is positive. All the clubs are active and undertaking service activities regularly.

Lion Dilbagh Singh, R.C., Region-II informed the house about his region. Lions Club of Sambalpur has a positive growth in membership; they will exceed 100 members this year and extend 3 new Clubs soon.

Lion K. Trinath Rao, Z.C. informed the house about the health of the zone. He assured to open one new club soon.
Lion Hasmukh Thaker, Region Chair Person, Region – IV, drew the attention of the house about the health of his region. Lions Club of Raygada performs well and their Lions Dental Hospital rendering services to the poor & needy. He also thanked to Rayagada for extension of a new club. Lions club of Muniguda needs care for its survival. He requested every body to be present in the inaugural ceremony of Lions club of Rayagada Nagabali.

Lion Manju Panda, Z.C., Region-V, Zone-1 expressed the health of the Zone, she expressed all the clubs are doing well.

Lion Kalpana Biswal, Z.C, Region VII, Zone -1 expressed in detail about the clubs of their Zone. She informed the house about the opening of Bhubaneswar-Elite and promised to extend one more club at Bhubaneswar in January. She also promised to retain all the clubs of her Zone.

Lion Navendu Pradhan, Z.C, Region-X, Zone-II expressed his views to retain all clubs. Membership growth will be 20% more as per the desire of the District. He has extended one club and assured for another one. He submitted the application for the Lions Vision Centre along with the matching money of Rs. 35,000.00
 
Redistricting of Dist-322C2

The District Governor informed the house about the redistricting proposal passed in the 2nd Cabinet Meeting, held at Cuttack on 28th September, 2008. As per the decision of the cabinet, committee was formed and submitted their report along with the clubs, membership strength and geographical areas. He also brought to the notice of the house about the discussion of the Past District Governors. The Past District Governors present were Lion Dr. E. P. Rao, Lion Dr. P. K. Tripathy, Lion Nikunj Chhotray, Lion Sushil Santuka, Lion Suresh Mohapatra, Lion Pravat Mohanty, Lion Pravat Palit and V.D.G. Lion Dr. Anjali Chhotray. The matter discussed and agreed for redistricting, but the implementation should be determined immediately or later on with the consent of the District Cabinet.

The D.G. requested Past District Governor Lion Dr. E.P. Rao to give the views on behalf of Past district Governors. Dr. E. P. Rao expressed his views in favour of redistricting. He requested the house to decide the implementation should be made immediately or next year, though the District at present fulfills all the requirements of Lions Clubs International redistricting guidelines.

In this contest PDG & PMCC Lion Suresh Mohapatra supplemented the views of Lion Dr. E. P. Rao, emphasized to redistricting process immediately so that the clubs and members will get proper motivation and supervision for the survival. In addition to more and more leaders will get opportunity to lead the District and more projects can be funded by Lions International.

Lion Sushil Sautuka,P.D.G. participated in the discussion and urged its implementation after two years when district exceeds more than 100 clubs and 3000 members.

District Governor seek the views of the house. Lion Suresh Padhi, District Chair Person participated in the discussion and pointed out that the clubs during the tenure of Lion S. C. Mohapatra, most of the clubs are closed in the subsequent Lionistic years due to lack of care.

Lion D. K. Mohapatra, Cabinet Advisor took part in the discussion and urged for implementation of Redistricting process immediately for the benefit of the district and survival of the clubs.

Lion N. K. Das, Cabinet advisor participated in the discussion and expressed his unhappiness for the views of some of the PDG’s. For the betterment of the district the bifurcation should have done earlier. Further he also told the unrepresented areas are not at all considered when leadership matter comes. When district fulfils all the criteria of international for re-districting, the process should be started from today.

Lion Akhay Khandelwal, D.C. Extension participated in the discussion and brought to the notice of the house, the benefits of bifurcation of district in projects and leadership also. He appealed the house to implement the proposal immediately.

Lion Sushil Santuka, PDG again participated in the discussion and appreciated the PRO & Dy. Cabinet Secretary for the District Website. In regards to membership strength the district is in negative. Bifurcation makes a district weak and not gets recognition in International / multiple levels. Breaking of anything is a negative idea. So he urged against bifurcation. Some members desired for voting.

District Governor took the opinion of the house for voting and voting was made. The entire house was in favour of redistricting of district 322-C2 except 3 members.

The house passed the Re-districting proposal with immediate effect and the same should be present in the next DISTRICT CONFERENCE for approval.

Lion Gopinath Mohanty, D.C. drew the attention of the house for our own home i.e., LIONS BHAWAN. He requested the house to form a committee for construction of Lions Bhawan. He also informed the house Lion A. K. Sharda has given his consent to donate Rs.5,000/- for Lions Bhawan D.G, V.D.G. & IPDG gave their kind consent to donate Rs.5,000/- each. Lion Mohanty requested all the cabinet members to donate Rs.5000/- for the construction of Lions Bhawan.

District Chairperson L.C.I.F. Lion. S. K. Padhy submitted Melvin Jones Memorial Diagnostic Center project of Lions Clubs of Nawarangpur and Dental Hospital project of Balasore Sand City for approval. After detail discussion both the proposals were approved by the District cabinet. The District Governor was requested to send it to multiple and International with recommendation for approval.

Lion K .C. Sahu, D.C. reminded about his proposal for conducting a District Leadership Training programme at Konark which was accepted by the house.
Lion A. K. Sharda, DC Membership presented a beautiful Sayeri which gives a message to work unitedly for the benefit of our District with keeping a good image under the dynamic leadership of our past leaders.

Lion R. K. Mishra, Cabinet Secretary extended heartfelt thanks to the members present in the meeting and special thanks to the Host Clubs for organizing such a beautiful programme. 
Lion Jatindra Nayak, DG requested all members to attend the inaugural function of new Club Lions Club of Raygada Nagabali which will be installed by Lion(Dr) P.K.Tripathy PDG.

The 3rd Cabinet meeting was closed after National Anthem.

REMARKS - Amendment in Minutes of 2nd Cabinet Meeting
 
Lion S. N. Sahu, PDG participated in the discussion in the 2nd Cabinet meeting held at Cuttack and viewed to retain the membership strength of the clubs about 3000 at least for 3 years and after that we can go for trifurcation instead of bifurcation.
