MINUTES OF 2ND CABINET MEETING FOR THE LIONISTIC YEAR 2008-09
 
The 2nd Cabinet Meeting of lions Clubs International, District 322 C-2 was held at Hotel Surya Kiran, Cuttack on 28th September 2008 at 10 AM. The meeting was presided by Lion Jatindra Nayak, District Governor.
Invocation was read by Lion Aliva Das, R.C. and flag salutation by Lion Nilam Saha, R.C..
The House observed one minute silence for the world peace and for the sad demise of Smt Prativa Manjari Sahu, wife of Lion P. K. Sahu, PDG and Lion K. S. Sukla.
Lion Gourahari Dalai, President Lions Club of Cuttack, welcomed all the members attended the meeting.
Lion R. K. Mishra, Cabinet Secretary informed the house regarding the grant of leave absence of the following members Lion A. K. Acharya, Lion D. S. Chowla, Lion G. S. Dwibedi and same was granted.
The minutes of the 1st Cabinet meeting was adopted unanimously.
Lion Jatindra Nayak, Dist. Governor expressed hearty welcome to the Cabinet members present in the auditorium. He also expressed his deep gratitude to the past Dist. Governors who attended the meeting honouring the invitation of the Dist. The Dist. Governor presented a brief history of lions activities to the house for the quarter July to September 2008. Orissa was effected severely in severe flood, but the contribution of Lions towards the flood victims was highly appreciable. He expressed his satisfaction in purchasing of relief materials from Emergency grant and the distribution through various clubs in presence of local administrators. The efforts of Lions of Bhawanipatna, Titlagarh, Kesinga, Baripada, Bhadrak, Bhadrakali, Balasore, Jaleswar, Cuttack and Bhubaneswar were praise worthy.
He expressed his thanks to the Region-I, Region-III, Region-IV, Region-VIII & Region-X. Region Chairpersons who conducted the Regional level PST & MERL Seminars successfully. He admired the leaders who could organize 4 new clubs in the first quarter of the year. The clubs were Bhubaneswar Elite, Rourkela DAMITS, TIHIDI & Dhenkanal town.
Lion Pravat Palit, IPDG congratulated the Dist. Governor and members for extension of 4 clubs. He expected the membership strength will reach 3000with 100 clubs. He made a proposal for Dist. Bifurcation and described in details the benefits out of bifurcation. He thanked the D.G. and Dy. Cabinet Secretary for a beautiful website. He brought the knowledge of honourable members for construction of boundary wall of Lions BHAWAN and some funds available with him will be handed over to D.G. soon along with document. He also expressed his satisfaction in distribution of Ambulance to five clubs. They are Jharsuguda, Bolangir, Titlagarh, Nawarangpur & Gunpur, Bansadhara. He concluded expressing his thanks to the D.G. for better leadership with fellowship and service.
Lion Dr. Anjali Chhotray, Vice Dist. Governor expressed her thanks to the Dist. Governor and leaders of the Dist for better organization, extension of 4 clubs, distribution of relief materials to the flood victims, and various service activities undertaken in our District. She also made appeal to Lion leaders to achieve the target of 3000 as October is the membership month.
Lion B. K. Todi, Cabinet Treasurer appealed the Leaders to pay the Dist. Dues in time for smooth running of the Dist. He also seek permission to open the Dist. Account in BANK OF BARODA, ROURKELA which was granted by the Cabinet and advised to close the earlier account opened in SBI.
The Dist. Governor Lion Jatindra Nayak informed the house about bi monthly publication of Dist. Governor’s news letter and same will be circulated to Lion Leaders, Clubs, Corporate House, Dist. Administration and Govt. Authorities.
The presentation of Z.C. and R.C. impressed the house and motivated the leaders for a better Lions movement in our District. Their commitment for induction of new members and extension of new clubs were praise worthy. The activities undertaken by their leadership certainly will make history not only in the Dist but in the Multiple District 322. They are determined for the development of Orissa and the Lions organization of our Dist.
The District website was displayed to the Cabinet members of the house by our Dy. Cabinet Secretary. The updated website was the most informative and effective. Each member of the house appreciated Lion Basant Kumar Todi, Dy. Cabinet Secretary.
Lion Ashok Kumar Sarada, Dist. Chairperson Membership informed the house that he has already attended 4 nos. of MERL seminars which were well responded by the Lion leaders. The seminars organized by the Region Chairpersons were in good environment and very much effective also. He also declared the member who will sponsor 5 new members before Dist. Conference he will be awarded Dist. Conference Registration coupon free of cost.
Lion Akshaya Khandelwal, District chairperson extension drew the attention of the house, the seriousness of extension of new clubs. He appealed all Z.C. & R.C. to extend at least one club each. So that the target of 35 clubs can easily be achieved. He also declared that each new club will be awarded one Gong & Gavel along with velvet Banner before the Charter presentation ceremony.
Lion Dillip Patodia, Dist. Chairperson retention presented the importance of retention. To motivate the club leaders he announced that Cash amounting Rs.2000/- will be awarded for 100 % retention and cash amounting Rs.5000/- will be awarded for 100 % retention with 15 new members.
Lion K. C. Sahoo, Dist. Chairperson leadership expressed the importance of leadership with examples. He also declared to organize a leadership development training programme at Konark and the programme will be hosted by him. He requested the Dist. Governor to finalise the date and its module.
As per the Agenda, Dist. Governor, Lion Jatindra Nayak brought to the Knowledge of Cabinet members, the benefits of bifurcation of District. Presently the entire Orissa is one Lions District. Due to its distance and geographical areas it is difficult on the part of Dist. Governor to supervise properly for which the growth is not satisfactory though opportunity is there. For better growth of Lionism, better management, better representation in unrepresented areas, more nos. of service projects and more nos. of Lion leaders Dist. Bifurcation or redistricting is need of the hour. Lion Jasbir Singh Hurra, PDG participated in the discussion and gave some positive suggestions and request the house to retain the present growth. Lion Sushil Santuka, PDG too participated and took bifurcation negatively for sentimental point of view. Lion Suresh Mohapatra, PDG & PMCC drew the attention of the house, Positive aspects of bifurcation. He appealed the house the bifurcation issue should not be considered in sentimental point of view. In his tenure 44 new clubs were made and more than 1200 new members were inducted. But it was very much difficult on the part of the then leaders to maintain. Hence, it is experienced, the smaller districts are more viable for positive growth and more signature projects can be set up in the District from LCIF funding. So he urged for redistricting of Dist. 322 C2. Lion Paramananda Mishra, Senior Leader and immediate past Cabinet Secretary took part in the discussion and appraised the house, the benefits of bifurcation. Lion S. K. Gautam, Lion Akshaya Khandelwal, Lion M. P. Losalka also participated in the discussion and each one opined for bifurcation. Seeing the views and opinion of Honourable Cabinet members it was decided to make the District bifurcation and Dist-322-C-2 to redistrict by Lions Clubs International. The District Governor was authorized to form a committee for bifurcation. The committee will present in details of members, clubs & geographical areas in the next Cabinet meeting for approval.
After lunch break the meeting was reconvened by our Dist. Governor at 3.00 PM.
The Dist. Governor Lion Jatindra Nayak informed the house about the proposals of Lions club of Baripada for LCIF grant. The Lions club of Baripada proposed for the Lions Dental Hospital and Research Centre. The Club fulfils all terms of LCIF. Lion Jatin Mishra, immediate past President and Project Chairman highlights the project and its beneficiaries. The project is to be treated a signature project and situated in the District Head Quarter. Bariapda in the district of Mayurbhanj where 80% of population are tribals, poor and needy. After detail discussion proposal was passed unanimously and forwarded to multiple district. The District Governor was requested and authorized to recommend the proposal to the multiple District and Lions Clubs International for sanction of LCIF standard grant.
District Governor Lion Jatindra Nayak presented the proposal of Rayagada for LCIF grant Lions Club of Rayagada proposed for expansion of Lion’s Dental Hospital. The club fulfils all criteria of LCIF. The past President Lion J. S. Murty highlights the projects and its beneficiaries. He expressed that the club is 36 years old and rendering humanitarian services in and around Rayagada Town, the head quarter of the District and most of all people are very poor. The house unanimously passed the proposal and requested the Dist. Governor to recommend the same to the Multiple District 322 and Lions International for LCIF Standard grant.
Dist Governor appraised the house about the project of Rourkela Greater. The said proposal was passed in the Dist. Cabinet and the same passed in the multiple District – 322 in the Lionstic year 2007-08. But it could not move to Lions Clubs International. However, the house once again pass the proposal of Rourkela Greater. i.e. The Lions Dental Hospital. The Dist. Governor was requested and authorized to recommend the proposal to the Multiple Dist and Lions Clubs International for sanction of standard grant of LCIF.
Lion Gopinath Mohanty District Chairperson, Lions Bhawan informed the house about the allotment of land at Bhubaneswar, State Capital of Orissa. He requested the house to take necessary action for the construction of Boundary wall and one outhouse immediately.
District Governor appraised the house about the club of Hirakud. Lion Jasbir Singh Hurra, PDG expressed his view and discussions made with the members of Hirakud. After elaborate discussion the Dist. Governor was authorized to take up the matter with international for revival of Hirakud Club.
Dr. Manoranjan Prusty, dist. Chairperson, Cultural Activities proposed for Cultural programme through which fund can be raised.
Lion P. K. Tripathy, Dist. Chairperson, consumer Awareness proposed to organize a seminar on Consumer Awareness at Bolangir in November, 2008 and same was approved.
Lion Pravat Kumar Maheswari, Dist. Chairperson sightfast expressed his happiness in I.O.L. Operations of our Lions Eye Hospitals of our District. He proposed more vision centres at various place to feed the Eye Hospitals.
District Governor Lion Jatindra Nayak expressed his thanks to all the members present in the auditorium for their performances. Some leaders were outstanding leaders and they were honoured in the Dist Cabinet Meeting.
Lion Kalpana Biswal, Zone Chairperson was honoured for extension of 1st couples club in the Dist. For the Lionstic year 2008-2009.
Lion Akshaya Khandelwal, Dist. Chairperson extension was honoured for his outstanding endeavour for extension of new clubs.
Lion Dillip Patodia, Dist Chairperson retention was honoured for his sincere efforts to retain the members of the Dist. And Co-ordination in distribution of relief materials.
Lion Aliva Das, Region chairperson, Region-X was honoured for her outstanding activities in organising District MERL seminar at Balasore.
Lions Club of Cuttack was honoured for their outstanding work and organizing Dist. Cabinet Meeting nicely.
Lion R. K. Mishra, Cabinet Secretary proposed vote of thanks and special thanks was given to the Host club i.e. Lions Club of Cuttack. The proposal of Rayagada hosting 3rd Cabinet was approved. After national anthem the meeting was closed.
